Reporting to the Director Facilities Services, the Manager Facilities and Support Services will:
  • Prioritize and ensure the effective use of resources under the Facilities Services portfolio including: Maintenance, Security, Biomedical Engineering, Nutrition Services and Facilities
  • Recruit, coach, mentor, evaluate, and manage the performance and development of staff
  • Provide direct supervision to all outside trades and contractors.
  • Assist in executing plans for both short and long-range replacement of equipment and infrastructure requirements for Capital and HIRF investments
  • Lead the Emergency Preparedness Committee, including maintaining procedures and policies, organizing and leading drills, and facilitating education sessions
  • Active participant in Joint Health and Safety Committee
  • Identify and manage risks and barriers inherent in the departments
  • Take responsibility for developing, communicating, and gaining commitment to organizational goals
The successful applicant will be required to work 37.5 hours per week; Monday-Friday.

 

ESSENTIAL JOB FUNCTIONS
  • Facilitates the development of department objectives, goals, policies and procedures
  • Responsible for the portfolio’s fiscal management, including leading operational financial, quality, and risk management planning of portfolio
  • Contribute to the department’s financial objectives by forecasting requirements: participating in the annual budget for areas of responsibility, monitoring expenditures: analyzing variances and initiating corrective actions.
  • Ensure all projects are completed to plan and budget
  • Develop, implement, and maintain written maintenance policies and procedures
  • Develop, evaluate, and maintain computerized Preventative Maintenance Program
  • Manage and oversee the routine and preventative maintenance program
  • Ensure the performance, condition, and reliability of all plumbing, mechanical and electrical equipment to ensure efficient operation
  • Assure that outside services are properly supervised and completed in accordance with contracts or work orders
  • Ensure 24 hour coverage for the boiler plant, HVAC systems and facility mechanical equipment
  • Participate in vendor and consultant selection and manage the work of consultants as well as review contractor invoices
  • Schedule required major equipment purchases, remodeling, and special projects as assigned
  • Investigate and respond to all incidents and hazardous conditions promptly, complete and submit reports on time, and ensure corrective actions are taken as appropriate
  • Responsible for the effective selection, onboarding, ongoing training and performance management of staff
  • Participate in Joint Health and Safety Committee and ensure compliance with OHS legislation including department health and safety audit completion
  • Ensures employees participate in workplace Health and Safety training/education
  • Plan, coordinate and conduct all fire drills in all buildings in accordance with Fire Regulations per required timelines
  • Maintain security services to ensure building security
  • Support the Director of Facilities to execute strategic plans and ensures sustainability of the Hospital for the future
  • Other duties as assigned
QUALIFICATIONS
  • Post-secondary degree in Engineering, Business, or other relevant field required
  • Minimum of 5 years demonstrated management/supervisory experience in unionized Plant Operations and Building Maintenance Environment required
  • Experience working with technical specifications, operations/maintenance manuals and procedures, design and shop drawings required
  • Project Management Certification preferred
  • Training and knowledge of applicable building codes and Standards which apply to healthcare facilities
  • Emergency and disaster planning certification considered an asset
  • Demonstrated working knowledge of all relevant legislation requirements related to building codes, IPAC and OHS
  • Effective conflict management/resolution skills
  • Proven ability to effectively multi-task, prioritize, and problem solve in a stressful fast-paced customer service-oriented environment
  • Proven ability to effectively coordinate projects and lead teams
  • Experience with effective team building and possess the ability to effectively coach and motivate staff effectively
  • Demonstrated ability to provide a customer focused approach to service delivery and monitoring and documenting quality improvement and job performance
  • Proven process improvement, corrective action, and change management experience
  • Ability to write business letters, summaries, and reports using prescribed format and conform to all rules of punctuation, grammar, diction and style
  • Strong proficiency with Microsoft Office Suite (Excel, Work, Outlook, PowerPoint)
